The flexible track utilizes a selection process based on specific evaluation scores. Finally, the special track focuses heavily on staff retention and targeted recruitment. Employees pursuing the fast track must meet strict professional criteria. They must spend at least three years in their current job grade. Candidates must also earn three consecutive excellent performance reports through the Ejadah system. Department heads must verify that no administrative obstacles block the promotion.

Evaluating Individual Competency

The flexible track ranks employees using a 100-point scoring system. Job performance accounts for up to 75 points of the total score. Individual competency evaluations make up the remaining 25 points. Direct supervisors assess employee readiness to assume higher management positions. The special retention track allows department heads to make discretionary promotions. This track targets employees who possess rare skills or precise specialized knowledge. The Ministry requires each government unit to establish an independent promotions committee. These committees will review applications and ensure total fairness throughout the process.
